THE EVALCRE COMMUNITY

EvalCRE is more than a virtual community.

We teach you how to conduct Culturally Responsive Program Evaluation (CRE) using the ACESAS-2 framework.

Our community is designed for individuals who want to learn more about the methods used to conduct culturally responsive evaluation (CRE).

The EvalCRE Community offers space to apply, reflect, ask questions, and learn alongside others. In this space, members learn thoughtful, responsive, approaches to program evaluation together.

THE EVALCRE COMMUNITY

We Support Culturally Responsive Program Evaluation Capacity Building

The purpose of the EvalCRE Community is to serve as a virtual gathering space for individuals who want to strengthen their culturally responsive program evaluation capacity.

EvalCRE’s role is to help individuals and organizations become better prepared, more informed, and more confident in conducting culturally responsive program evaluation activities.

What Our Community Is...

  • Designed for individuals interested in culturally responsive evaluation methods.
  • Grounded in identity-based culture and context-based evaluation approaches.
  • Designed for real-world program conditions, including non-traditional settings and grassroots environments

What Our Community Is Not..

  • An external evaluation firm
  • A provider of compliance, audit, or funder-mandated evaluations
  • An evaluator of record for grants or contracts
  • A replacement for hiring professional evaluator services
  • Not a public discussion forum; instead participation is intentional and aligned with community objectives

CONNECTION & PRACTICE

Why Our Virtual Community Matters

The EvalCRE Community is a gathering space for individuals at all levels of experience who want to deepen their understanding of culturally responsive evaluation, exchange knowledge, strengthen practice, and contribute to better outcomes.

The content and learning experiences within EvalCRE are grounded in the ACESAS-2 framework, which informs the platform’s approach to culturally responsive evaluation practice.

Our Program Evaluation Philosophy

Our Approach to Program Evaluation

Our program evaluation philosophy is deeply aligned with the foundational work of Dr. Stafford L. Hood, Dr. Pamela Frazier-Anderson, and the field of Culturally Responsive Evaluation.

How Culture and Context Shape Our Evaluation Work

EvalCRE supports identity-based and context-based evaluation approaches that strengthen learning and accountability.

In the EvalCRE Community, context refers to the real-world conditions in which programs operate, and people participate. Context includes the social, organizational, environmental, and historical factors that influence how programs are designed, experienced, and evaluated.

In the EvalCRE Community, culture is understood as a core part of context. Culture involves the shared norms, experiences, histories, and conditions that shape how people engage with programs and can potentially influence how outcomes are produced.

Culture is both identity-based and context-based.

In The EvalCRE Community, we infuse this broader understanding of identity-based and context-based culture together using the ACESAS-2 program evaluation framework (Frazier-Anderson, P. et al., in press). This framework guides evaluation that is inclusive, accurate, and grounded in real-world conditions rather than assumptions.

OUR COMMUNITY STEWARD

Meet the Co-founder of The EvalCRE Community

Dr. Frazier-Anderson is the founder and lead steward of The EvalCRE Community, a virtual learning space for individuals who are responsible for understanding, documenting, and strengthening their programs.

EvalCRE was co-founded with the late Dr. Stafford L. Hood, a nationally respected leader in culturally responsive evaluation whose work centered culture, context, and community voice. Dr. Frazier-Anderson holds the distinction of being Dr. Hood's first minted doctoral student and had the honor of being mentored by him for more than two decades before his transition. Dr. Frazier-Anderson continues to honor his legacy through EvalCRE’s mission and practice.

Dr. Frazier-Anderson's work is grounded in culturally responsive evaluation and includes extensive experience partnering with grassroots and community-based organizations in non-traditional settings.

Dr. Frazier-Anderson has supported both program development and evaluation capacity, helping organizations learn from their work, improve services, and communicate progress.

Remembering Dr. Stafford L. Hood

Dr. Stafford L. Hood was a scholar, educator, and mentor who helped advance culturally responsive evaluation and assessment. He earned his doctorate at the University of Illinois Urbana-Champaign in 1984 and returned in 2008 as the Sheila M. Miller Professor of Education. In 2011, he founded the university’s Center for Culturally Responsive Evaluation and Assessment (CREA). His work challenged racial and cultural bias and advocated for evaluation that recognizes communities’ experiences and perspectives. Through international collaborations and dedicated mentorship, he helped develop generations of evaluators. He passed away in January 2023; his influence continues through CREA and the scholars and practitioners he inspired.
